A number of years ago in Chicago, a little girl and her grandmother got caught in a gang crossfire. The little girl was killed. Witnesses identified the gang leader as a black man with a foreign accent. Police interviewed afterwards said they knew who he was. He was here illegally from Africa and had been arrested previously 24 times. I think mentioning his status was appropriate.
