Arent bills supposed to originate in the house? This cant be legal.The Origination Clause (Article I, Section 7, Clause 1) of the Constitution applies only bills for raising revenue (getting more money for the federal government). This is a spending bill, so it can originate in either House of Congress.

Per the constitution you are correct. The House passed a continuing budget resolution bill yesterday. They most likely gutted that bill and put this new bill together on top of it.

BTW, not all bills have to originate in the house, just spending ones

All Bills for raising Revenue shall originate in the House of Representatives
