Could shoeing be performed using bolt anchors much like dentists perform implants for artificial teeth? Then reshoeing would be a no-impact operation. Some bolts and Loctite, and there you go, the horse is ready and no hammering.
Hooves continually grow.. Hence the need to constantly keep the proper growth plate in line. Frequency of trimming is based on several factors. Corrective shoes, etc determine the frequency.. Anywhere from monthly to 3 to 4 months.
I don’t think you have ever seen a horse getting trimmed & new shoes.
The farrier trims down the hoof because it grows-—much like your fingernails & toenails. YOU trim them, don’t you?
The outer wall of the hoof is usually pretty thick in a healthy horse. The horseshoe nails are driven into that outside wall-—not into any sensitive laminae which is behind the wall & closer to the interior of the hoof, sole, & frog.
The ‘hammering’ is onto the nail-—NOT onto the hoof.
Many ladies get ‘inserts’ onto their nails, like a pierced ear, and it doesn’t cause any pain. The correct farrier job does the same.
There already is a severe shortage of farriers in the USA. There are more horses in the USA now that before the tractors came along. IF these kinds of rules are implemented, horse owners will not be able to keep their horses healthy.
The horse industry in the USA is not a small business. Look up SOUTH POINT Center south of Las Vegas. It is a multi-million $$$$ facility which was built to accommodate horse events of all kinds. Why would anyone build such a facility if there was no use for it???
This kind of interference with horse owners is uncalled for.

Unfortunately not. Hooves are like toenails. They have to be carefully clipped and filed when the horse gets shod.
Unlike teeth, a horse’s hoofs continue to grow. Like our finger and toenails.
