I can see a second official passport being issued for notables, but why shouldn't I be able to get one too?

I wonder if the 2nd Passport is not a U.S. passport.
U.S. passport requires proof of citizenship either a birth cert or naturalization cert.

How does someone with that much celebrity get a U.S. passport in another name with proper documentation and the same picture ?
Who would be stupid enough to forge it for her ? Who would not know her in the mid-east ?
