A small city I lived in got rid of the drug trade doing just that....they arrested and cited people for every little infraction until they got fed up with having to pay court costs and time before judges......the mayor increased the police force with a team who did that throughout the city....they indeed ‘fined’ them for jay-walking...for loud music...for parking outside the lines....and even old laws that were still on the records....and it WORKED....
