If the U.S. Justice Department has open criminal cases against several defendants and the Nunes memo has references to evidence that relates to those cases, the DOJ has to look out for its own interests in treating all of that evidence in the context of the criminal cases -- even if they want the information to ultimately make its way into the public domain for other reasons.

The DOJ answers to Trump. Trump wants the memo released.
The reason Rod Rosenstein doesn't want the memo released is because it will show that he was part of the the FISA warrant caper.
