The FBI didn't need to put Clinton under oath. Lying to law enforcement during questioning is a criminal act in and of itself. Had she lied and they caught it then they could have charged her with obstruction or something similar. Mueller isn't the FBI. Lying to him is not a crime unless you're under oath and then it's perjury.
