I agree that some agency is needed but this needs some severe pruning if it can be saved.
It has been corrupt for a long time and institutionally believes itself untouchable.
I don’t disagree, and I’m quite uncomfortable with the suggestion we need something like it.

Take the TWA800 investigation. That was the most flagrant in your face B.S. I’ve ever seen from a federal agency having to do with a crime.
James (redacted) was about as corrupt an individual as I have ever been aware of, and then he got the consummate cush job when it was over.
I hate seeing the man’s face on the tube acting as if he is trustworthy these days. And yes, he still shows up. Just a few weeks ago I saw mention of him being a guest on some show.
Makes my blood boil!
