I suspect the congress critters calling for immediate release have a pretty good idea as to what must be redacted and what isn’t necessary.
Way, way more is labeled classified than what needs to be.

The memo is in a locked room, in order to read it you must go in to the room sit down and read it then return it. So no pictures, no copies made.

If document is leaked just look at what copy was leaked.

I honestly think Trump should do very little to address this in a public venue. Let Congress and the OIG handle it. A Trump tweet once in a while would be good, but keep it out of political venues like the SOTU. Just my opinion.
But the strategy of releasing info right before the speech is good because everyone will tune in to hear if he will say anything about it.

1) Each portion or paragraph has its own classification.
2) Even a single word may classify or raise the classification level of a portion.
3) The "header" or document" classification can be no lower than the highest portion classification. However, it is possible that the overall classification can be deemed to be higher than that of any single portion.
4) Therefore, it's possible that the redaction of a single word can down-class -- or, even allow declassification of -- a lengthy, highly-classified document.
5) For, example, during the Manhattan Project, "uranium was just such a word.
6) "Congress critters", per se, cannot perform classification / declassification. There are specific individuals who are trained and authorized to classify and declassify sensitive materials.

Trump of course can declassify it.
And what I said still holds—far too much is deemed “classified” and classified at too high a level.
Even with that being the case, the memo apparently refers to communications that initiate actions by, say, the NSA. The declassifying authorities must ensure that bad actors can't deduce enough from the memo's contents to allow them to intercept, spoof or interfere with such communications.
It is obvious that most folks here -- clamoring for release, declassification, or leaking -- have zero conception of the care that is require to operate securely in a highly classified environment. They definitely have never lived and operated within one...
There is a heckuva difference between the ubiquitous political "organizational CYA Classification" that is prevalent-- and classification required for National Security.

Looks like we will findout soon enough. The talk is it just a matter of time for the release of the memo. I would think most of the leg work to get these people would be sifting through log files.
Normally it is the creating and classifying organization that has the responsibility and sole authority for declassification. However, if the document impacts the security of multiple organizations, it is common practice for each such organization to vet the document for content that might uniquely impact their security -- and to have signoff on the declassification.
In such multi-organization involvement, it is not unheard-of for a higher office -- to which all affected organizations report -- to step in and have the final say on declassification. In this case that would be the White House / Presidency...
It would not surprise me for the WH, in this instance, to take the role of the declassifying and releasing authority. And I would love for that release to be done by President Trump, himself -- during Tuesday's SOTU address! '-)
