Actually if all of the Republicans voted Yes, then assuming the five Democrat Yes votes still happened there would be no shutdown.

Jeff Flake, Lindsey Graham, Mike Lee and Rand Paul voted No. I can understand the first three, they are never Trumpers. But why did Rand Paul join with them?

Oh, and as of this post John McCain and Mitch McConnell hadn't voted.

The bill takes 60 votes. Only 5 Democrat yes votes isn’t enough since there’s only 51 GOP senators.
