He’s a liar. Every time the Gov’t shuts down, when they return Congress authorizes back pay. They get all of the salary they would have gotten for sitting home. It’s a paid vacation.

It doesn't work that way at my office. Most of our contracts are DoD. Some will continue on the company nickel and the money borrowed internally will be repaid by the government. Some contracts are "pay as you go". They will get a "stop work". The contracts office will insist on a day for day slip of delivery schedules when the money resumes. The employees with a "stop work" have to find "coverage" on another contract, burn PTO or take unpaid time off. A shutdown injects a lot of chaos, lost productivity, wasted motion fixing the screwed up billing and schedules. In the extreme case, your staff with security clearances and specialized skills LEAVE for less uncertain employment opportunities. I lost a whole 10 person TS cleared team when a contract renewal was delayed 8 months. The renewal process had been underway for 3 years. Frustrating way to do business.
