I don’t know what the 4 page memo is, but Imran Awan operated a spy ring for at least 13 years, and had access to all classified info that the house had.
It appears that the info went not only to Pakistan, but also to the NY Clinton Foundation for pay to play.

Good question as to why does it have to become public before anything is done. Answer is that the Deep state wants to keep as much of it’s networks as possible in tact, and they still have people powerful enough to block efforts, and too many journalists who are complicit - not interested in the real problem - suffering from Trump derangement syndrome. JMHO
