I know why. Many of those who control policy are having their pockets lined by the drug billionaires. They want more addicts and are willing to trade social destruction for their own prosperity.
There are other more devious policymakers. They see the addicts as a way to cull the herd. The drugs are a system of slow motion suicide. If one is an addict they will either die from overdose or die early from the health consequences. This loss of consumers puts pressure on the industry to grow new consumers. Hence, the monetary payoffs to keep the market open as wide as possible.
