The negotiations were not going Durbin’s way. Trump was taking a much harder line than expected. So Durbin went for the Hail Mary pass, to make it into a racism issue. The “s–thole” press strategy was just part of it, as was the “chain migration” terminology.
Durbin wasn’t going to get his way on DACA, so he blew it up, figuring it will be better as a campaign issue.

Leaving aside for a moment exactly how Trump phrased his description of foreign countries, it’s pretty clear that he was against the proposal as not going far enough on immigration. So what was left for Durbin to blow up?

It does look like Durbin and the democrats deliberately blew up the talks to try and maintain the advantage with immigrant descendants for the sake of getting their votes and looking like they were trying to solve the differences. Kinda sleazy, wouldn’t you say?
Years ago at work I was chuckling over some fool’s misdeeds that got him in trouble, when a co-worker says to me “You enjoy screwing people, don’t you?” I thought a minute then replied “Not at all....but I do enjoy standing back and watching them screw themselves.”
