It'll happen if he signs DACA first before securing funding and starting to build the wall.

Let me quickly add (before anyone calls me a nattering nabob of negativity) that I don't think that's going to happen. I'm reasonably confident Trump will stick to his promise.

Just sayin though, if he doesn't he will loose his base. This is literally the issue that got him elected.
