Where the hell is that in the Second Amendment? The right to keep and bear arms . . . subject to a waiting period, CCW permit application, two year wait, and reasonable restrictions.
Citizens are being denied their 2A rights with this kind of crap. We lived in Riverside County (Palm Springs) until 2015 when we fled to a red state. There is puh-lenty of dinero for illegal alien services. Welfare, special lines at the DMV, EBT cards, free education for their kids, legal assistance and on it goes.
But funds to process CCW permit apps in a timely manner for the benefit of citizens trying to comply with the law, misguided though it may be, those funds dont exist.
So happy we left that crap hole.
So you better predict 2-1/4 years in advance when you’ll really, really need a gun handy.
Not sure if it is Riverside County, but I seem to recall reading a news article about open carry in a southern California city or county where the police were, as a matter of public safety, rather quickly arresting the citizen for disturbing the peace.
Putting that and the above article together, it seems that California (although this might be painting with too broad a brush) will very quickly arrest for disturbing the peace if you open carry but is very reluctant to issue concealed carry permits so you don’t disturb it.
Of course, this is the state that just implemented a series of impediments to the purchase of ammunition, so the state’s true feelings about the Secind Amendment are well understood.
Criminals have no such delay. Violent criminals can get a gun within minutes. This is the intention of the liberals: seize guns from non-violent citizens while leaving them in the hands of violent criminals so they can waltz right in and take what is “rightfully” theirs from their “oppressors.”

When I lived in SoCal, a deputy told me to carry my gun, just please dont tell them about it. If I tell an officer I have a gun in my car, hell have to search the car and take the gun. The deputy said they dont need the paperwork, so keep quiet.
He told me I fit no current profiles, there would be no reason to suspect I had a weapon. And nobody really cared if I did.
And he made one more request: if I were ever forced to shoot a Bad Guy, please make sure I hit him so he would be marked for identification .
In the case of Kate Steinles illegal alien killer, you can just help yourself to someone elses gun. Extra points for stealing it from a federal employee.

In the people’s republic of maryland, where conceal carry is supposedly legal (it’s called Handgun Wear and Carry Permit here) you aren’t getting a permit unless:
1) you were a victim of a crime
2) you routinely carry large sums of money as part of your job (small business)
3) you can convince the state police that you are worthy

In most of the big population centers of CA, one must be a celebrity, government official, rock star, wealthy, cop, or very well connected to be afforded safety and security for you and your family.
CA is not a free state.
