If she wasn’t doing the unmasking, someone else should be in huge trouble.
They used Samantha Powers as the patsy of record because she was now UN ambassador and could plausibly deny responsibility
All the the other players used her authorization covertly with minimal paper trail so they would not get caught
At the end of the day, there would be lots of illegal unmasking, but no one they could put the finger on and get a conviction . Kind of like hiding in plain sight.
Powers is officially to blame but can proved she was nowhere near the process, except for a few legit trial runs at FISA under powers name to prime the pump, get her name in the system as a legit approval agent and to get control of her authorization credentials
After that, things just happened and everyone is totally mystified at the whole affair
Obama had this scam down to a science and it worked on Fast and Furious, Iran, Muslim Brotherhood, Libya, Syria, Benghazi, Egypt, Israel
And on and on
