An intermediate-range missile launched by North Korea last April crashed into a town near Pyongyang, possibly causing an explosion and casualties, The Diplomat reported on Wednesday.
The IRBM was launched April 28, 2017 near Pukchang Airfield in South Pyongan Province and was the third in a series of failed launches that month, the report said.
The missile crashed into the city of Tokchun after one minute of powered flight, the report said. The explosion caused "considerable damage to a complex of industrial or agricultural buildings," the report said, citing a U.S. government source with knowledge of the program.
The secretive regime makes it nearly impossible to determine the extent of damages. The online magazine theorized that if the missile hit a populated city, the result could have been catastrophic.

Back in '96 the chicoms did the same thing, wiping out a village, but never fear, Bubba Clinton came to their aid with rocketry and missile guidance technology (in exchange for generous campaign contributions) and now they can hit every American city with amazing accuracy.
Well, it WAS an intermediate range missile - it would be unfair of us to expect the nation-equivalent of the short bus to be able to clear their own territory with it.

The flight path for launches from centeral NK launch sites to US west coast targets generally goes over or very nearly over Vladivostok. Flight paths to central and eastern US targets go over significant chunks of Chinese and Russian territory. Notably, they spend the first 1200 to 2200 miles or so over them. That means critical/dangerous/tricky staging and max-Q events events happen over Chinese & Russian territory.
Even if, and that's a big if, everything works as intended those spent stages are going to be coming down on Chinese and Russian territory.
