By "civil servant", Clapper is referring to un-elected bureaucrats. I don't care about their oath of office or how these bureaucrats choose to interpret that oath - they are answerable to the elected representatives of the people, and at the executive level that is the POTUS. If Clapper's "patriots dedicated to the country" are determined to undermine the elected president with their "resistance" BS, they must be removed.

Most of the rank and file civil servants I had to “work” with/for were oxygen thieves intermixed with lots of incompetence. Maybe 20% were really hard workers.
As at the SES level as shown by the support given to Trump (e.g., Yates), what a collection of politicized scumbags. Using the term “Deep State” is kind.
