Republican Congressman Steve King says census-takers in 2020 should ask if people living in the United States are citizens.
“We need to be counting citizens instead of people for the purposes of redistricting,” King says. “That’s going to take at a minimum a statute and it may take a constitutional amendment and so in this upcoming Census, I want to count separately the citizens separate from the non-citizens, the lawfully present Americans separate from the illegal aliens that are here so that America can see how bad this is.”
King says if the Census is conducted as he proposes, Iowa would gain a congressional seat from a state like California.
“In districts like Maxine Waters, who only needs about 40,000 votes to get reelected in her district and it takes me over 120,000 in mine because hers is loaded with illegals and mine only has a few,” King says. The Justice Department has asked the U.S. Census Bureau to put a citizenship question on the 2020 Census forms, to calculate “the voting-age population” in areas “where voting rights violations are alleged or suspected.” Critics say the question will make it harder to count minorities and immigrants.
The U.S. Census Bureau’s website credits the nation’s founders for planning to “count every person living in the newly-created United States of America and to use that count to determine representation in Congress.” U.S. Supreme Court rulings have upheld the power of congress to direct census-takers to collect other data. The first Census was conducted in 1790 and has been done every 10 years since.

What politicians never learn is how many of these people WANT to remain “in the shadows” - on their own terms. They want the freebies, flushing toilets, and public schools for their children; they’d just rather send their earnings to their home countries than have them taxed for Americans’ retirements - or to pay for those “freebies”.

I can understand the sentiment, but I fail to see how such a proposal could pass consitutional muster.
The clause in question does not speak about citizens - it refers to “free persons”, indentured persons, indians and all others (i.e. the non-free, slaves). Non-citizens (legal or not) are not slaves and not indians - so representation must consider them.

In California and New York 25% of the population is foreign born.
The problem is that the Founding Fathers never,in a million years,dreamed that foreigners would violate our citizenship/residency laws.And even worse they never dreamed that any politician would tolerate such crimes.

If there were no wetbacks in this country California would have 40 Congressional districts,New York would have 20 and Illinois would have 15.

He is a little bit late if he wants to implement significant changes in the 2020 census.
The wheels are already in motion.
So the solution is to flush out the wetbacks,put them on a bus,build a wall worthy of the East Germans (but with a *much* different purpose) and pass laws providing for serious jail time and fines for anyone employing a wetback and for any person violating our citizenship/residency laws.
The issue has two parts: 1) what questions are asked in the census (I think Congress has the legitimate authority to legislate this).
2) use citizen count only to determine redistricting (would require a Constitutional Amendment per stated amendment process).

U.S. Constitution - Article 1 Section 2. Which was ammended slightly in the 14th, Section 2. to read "... counting the whole number of persons in each State ..." instead of free persons (since slavery had been abolished.
That section does go on to include some wording about citizenship, but was was in regards to only males over the age of 21.

It probably should be but if it is, I have several ancestors who should probably have been in jail. If you study family history you learn that census data is not always the most reliable. Between lazy and incompetent census takers and ancestors who embellish their replies (one of my great grandmothers was born in 1859 according to her tombstone, 1858 according to the 1860 census and 1863 in the 1920 census). I've come to distrust any data point that doesn't recur over multiple years.
Census forms have changed a lot over the years depending on what the government wanted to know. The 1790 census was a simple list of free men and how many people lived in their house. By the late 19th century they had added a lot of details, including names of each child, where people, and their parents, were born, occupation, literacy, and marital status. In 1940, the most recent census on line, the era of mass immigration was over but because of the depression there was a great deal of internal displacement so the questions about where your parents were born went away but they wanted to know where you lived in 1935.
I hope King gets the citizenship question added to the form and that they re-instate the parent's place of birth questions. It's useful for future researchers.
If that is the case, it would seem we only need one question on the census. What is the constitutional basis for all the other questions? None, so why not a citizenship question?
