I saw an earlier report on this incident that said it occurred in an area of high immigration from Portugal.
The district may have been Portuguese once upon a time, but these people are clearly Africans. So possibly they’re from the Azores or from a former Portuguese colony in Africa, but they’re certainly not Portuguese.
