The proper technique is to place the whole unbroken bottles into the wet cement. Then after the cement dries, take a metal rod and break the bottles midway.
Makes a superb and practical way to keep honest people out.

Yes, that method of application prevents the installer from being injured during the process.
This technique is seen in the French Quarter and surrounding areas in New Orleans to prevent fence climbers from going from yard to yard.
Very effective.
