Wrong.

You can negotiate and establish contracts, you just can’t commit funds (order anything) without appropriations (Anti-Deficiency Act).

Contracts can (and many do) exist separate of funding - they are mainstays of Government procurement.

Contingency contracts are standing vehicles pre-negotiotiated and ready to accept funding in case of disasters, emergencies or military need.

Indefinite Delivery/Indefinite Quantity (IDIQ), and Blanket Purchase Agreements are common Government contract types, where one (expert) Agency establishes a standing contract, and other Government customers can come with their own appropriated funds to buy goods or services - almost anything you could imagine.

The US Army Corps of Engineers manages several such contracts for construction related services, such as the Multiple Award Task Order Contract (MATOC) for Horizontal Construction Services in support of the SW Border Patrol Sectors & SWD Fort Worth District (an IDIQ contract vehicle).

The point is that it takes a significant lead time to initially establish such a contract, but once it is in place, you can quickly commit funds with it.

Construction projects require a design phase, which must be completed before construction can start. FOIA requests are now coming out that show that the design phase has also been underway for some segments, like this one for three milles of the Rio Grande Valley Sector near Alamo, Texas (Eastern edge of McAllen): https://www.documentcloud.org/documents/4199097-Border-Barrier-System-RGV-01-DRAFT-PMP-29Jun17.html

Bottom Line: A lot of long lead time work required for a major construction project has been underway this year, to support border wall construction - administrative, legal, survey and design.

Ok, Ok...... you are correct.

However in the absence of the money the contract will never be carried out to completion.

I see no chance of successful congressional action to provide the money

I don’t think so. The gist of the NASA paper was characterizing how humans can withstand a variety of physical forces, like acceleration, rotation and G-forces in turns. Only the one chart summarized (general) impacts at various speeds. Everyone speeds up at the same rate while falling (regardless of weight) so speed at impact is determined by the height of the fall (assuming no parachute or similar drag).

Bottom Line: Most people who fall from 30 feet will die from it. Almost all people who fall from 18 feet (the current large barriers) will survive.

These 30 foot walls really do take it to a new level. I am sure that the experience of climbing to that height will be a strong deterrent.

That would be the art of the deal.

On the one hand, there is a potential of up to a trillion dollars of incentives in an infrastructure bill. If only some Democrat politicians could be bought off...

On the other hand, with Trump’s decision to sunset Obama’s DACA policy in six months, the Democrats have only a shrinking time frame to rescue some of their most treasured future voters from the commencement of removal proceedings. They are calling it Sophie’s choice. Other types of testicle wringing could also be going on behind the scenes, like the possible revelation of sexual harassment settlements, or corruption investigations.

We will have to see what kind of a deal can be cut. The House Committee with oversight voted $10 billion for the wall, $5 billion more to upgrade Ports of Entry, and 10,000 more permanent personnel - so that’s what has gone to the Senate for consideration.

$20 billion would basically fund a good wall from Sea to Sea, but $10 billion could build 500 to 1,000 miles of top of the line wall system, where it is needed most, which would transform the situation yugely.

Your method presupposes that there wont be sensors and a patrol won’t arrive. And how does the person get down the other side uninjured. Have you tried throwing a 5 lb weight over a 30 ft barrier? You’d need a arm like a major league pitcher to throw 40 of them. Not saying it’s impossible, but not easy

I hope I see you there too; then we would all be winners. I’m sorry you’re of no faith on this... I just think it’s a matter of time and having a realistic view of how these things take time. Our wonderful president has done a great job this year with absolutely minimal or no support in both the House and the Senate. Again I hope to see you there... we know each other’s names on Free Republic so we will just look for each other and celebrate together! Happy New Year!

My complaint in this matter lies with the GOP.

The wall needs to be built because it is a force multiplier.

Just so you know, the purpose of physical security in any setting, banks, military installations etc. is not to prevent the bad guys from entering by itself. No physical security can do that. It's purpose is to slow down the attempted breach long enough for human intervention. If you think the wall is going to work with out the BP guarding it then you have no clue how security works. Faulting the wall because it is possible to breach it is stupid. Every wall can be breached given enough time and the right tools/materials. The question is how long will it take to get through/over it and how well will it be surveilled.

Walls are apolitical. The wall increasing the amount of border each agent can cover or the same number of agents can be much more effective.

well if you're talking about a team approach, just buy a 32 foot extension ladder - weighs about 72 lb which is awkward for one person, but easy for two - run it up to the base extend it and over you go
