These states are just preparing for the moment their citizens see their federal taxes skyrocket, and begin to realize how badly they’re being fleeced by their state .govs.

Instead, they need to sue the sun for creating the winds that generally blow from west to east in the northern hemisphere.
This is key. Unless the drifting air causes them to go over the legal limits, they have nothing to complain about.

So they are just whining about a small amount of pollution drifting over. They have no case and it's an executive decision anyway. The Obama regime didn't think the Midwest states should be added either.
Reminds me of the same set of NE states suing the midwestern states for acid rain in the 1960s & 70s.
The only reason the northeast has clean power is that the Niagara River Robert Moses hydro electric plants put out enough power to not to have coal fired plants.
I guess Europe will be suing New York City for all the pollution coming their way from cars, motorcycles, subways, taxi’s, buses, heated and air conditioned building exhaust, not to mention the Staten Island Ferry and the power used to heft that ball up in Times Square for New Years Eve.
