ISIS was viewed as a strategic tool by the Saudis and Obama/Clinton and the US Establishment (for example, John McCain), to wage proxy-civil war on Assad, poke Russia and Iran in the eye, and dominate pipeline politics in the region. It was assumed ISIS would be contained once those goals were met. Russia's unexpected intervention put a check-mate on that plan. We all know US weapons were supplied directly to jihadi groups, and many went into ISIS hands. Notice how quickly ISIS was routed once the US President changed.
