I think the question involves a vote that was contested.

Nevada had a local election about 25 years ago that ended in a dead heat. With no provision for breaking a tie, the two candidates agreed to play a single hand of poker to determine the winner. LMAO.

It is in Nevada statute that ties be settled “by lot”. Card draws are a natural form of lot for Nevada. More than a few races have been decided by the card method.
