And if we have a particular critical part of the system we can ask more sigma than that, as well as failsafes.

Part of what made the cost double was that the USA has lost the ability to construct this type of plant. Not to mention that regs changed in mid-construction.
My son-in-law is working on this project and he said it’s bad. And getting worse.
Hence what I said.
As posted by Fred Hayek, Westinghouse is a subsidiary of Toshiba. Toshiba is far far underwater after Fukashima melt down. The financial collapse of Toshiba took down any capacity they had to manage and upgrade Westinghouse into a functional business, let alone a profitable one. Westinghouse wasn't anywhere close to budget, causing huge cost overruns, and pulling out of the construction process has required replacing them as prime contractor, which heaps on the overhead and costs. What a mess.
When I worked up in Massachusetts I knew a lot of electricians who worked on the Seabrook nuclear power plant. One of them told me the procedure for drilling a simple hole. It took 3 days and 3 different inspectors to do a 10-second job.
