What constitutes and owner, being in possession? The owner may not be the ultimate authority.

If these were government-owned laptops, iPads, phones, etc. as well as government-issued email accounts, there was no expectation of ownership or privacy, regardless of what somebody may have said.

Only a complete moron would think that a .GOV email address would never be checked in the future. It used to be, when you sign into those systems, there were disclaimers saying that you have no expectation of privacy, and I'd be willing to bet that they haven't changed all that much.

I was in the military when email became a lot more mainstream among both the military and civilian parts of the government, and some of the disclaimers were borderline ridiculous when you logged into those systems, but every one of them made it abundantly clear that you had no expectation of privacy.

There is a reason why Hillary preferred private email servers.

Read the pdf that I posted. Every word you posted was wrong. They had been promised privacy within the law, Meuller took the emails when the person responsible for protecting the documents was hospitalized. He also knew there was privileged information and did nothing to protect it by law. There is immediate grounds to disbar him.

The Presidential Transition Act of 1963, as amended, contemplates the creation and operation of a private nonprofit organization to facilitate presidential transitions. See 3 U.S.C. § 102 note 2(h)(3)(A).

For the 2016 presidential transition, TFA was the nonprofit organization that facilitated the orderly transition of executive authority from President Barack Obama to President Donald J. Trump. Its activities were funded partially through congressional appropriations and partially through dollar-limited private contributions. See id. note 6(c), 7(a). TFA is a private and independent nonprofit organization; it is not controlled by and does not share employees with the White House, the GSA, or other federal agencies. In fact, most PTT personnel are volunteers, acting in their personal capacity, to advance TFA’s nonprofit mission of peacefully and efficiently transferring executive power.

In other words, the transition team is not a government agency.

These were private messages between private citizens. Read the article. This was the presidential transition team, before any of them were in the government. PTT privacy is explicitly protected by law. Mueller broke it.
