Are they building these without testing? If they are testing, how come we don’t hear about it? Or, is testing allowed under some yield threshold?
In any event, these sound like devastating weapons to augment any conventional warfare (not to mention the mega-drone sub).
We have been so... asleep.

We and the Russians have already done so many different kinds of tests and have so much data from those, that testing isn't often needed for design any more, if at all.

Russia is staying modestly in the background, even pretending to be working on peace, meanwhile preparing for the war that will protect their oil and gas market (they think).
