If they violate your natural rights to life and limb, their rights can indeed be taken away. That’s natural law. It’s not liberal.
Nothing personal here, I know this is a hot button issue for you and I respect that.
But...yes.
You cannot legislate or punish individual behaviors out of existence. You can put in place laws, but laws are observed by law-abiding people break laws. Some people do it because they have a bad upbringing. Some people do it because they are just evil.
This is 100% proven in human history. Those things have been with us as long as we are human, and will be with us forever.
That kids bully other kids is not going to change no matter how much you punish kids or give them speeches, or make time out corners, or speak nicely to them.
So if a kid says something mean to another kid, deliberately excludes them from their birthday party and laughs about it, or throws a dodgeball exclusively at one single kid, there are idiots who want to define bullying down to that level, usually the same idiots who want to define sexual harassment down to those fine levels. And yes, they are almost exclusively liberals.
Liberals think they can prevent people from physical and psychological discomfort or harm, and they cannot. And it is imbecilic on their part to think they can.
Bottom line: You can work hard to keep your own kids from becoming bullies, but you can’t raise other people’s kids to do the same. Kids are kid, not adults, and we can’t treat them as such, as much as liberals want to give them full adult rights.
