I think this was more a container failure than an explosive failure.
If the ends of the pipe had been properly secured they would not have failed and the gasses created by the matches and sugar may have reached higher pressures and actually ruptured and fragmented the pipe.
Not having access to the actual device my statement is only a WAG.

Speed of Explosion was likely too slow. The pipe ruptures before high pressure is created.
Used to make nitroglycerin bombs as a kid when it was an honorable hobby. :-)
