Be careful on term limits. There is a learning curve to this stuff, and what you will be doing is effectively giving more power to long-term Congressional staffers and the unelected FedGov bureaucracy.
I too am uncomfortable with guys in Congress as long as say a Conyers, but a 2-term/4 year limit isn’t the answer, either.
That is why I suggest a three year house term. And the "deep state" unelected employees (bureaucrats) need to be rotated out of their current jobs to new ones frequently, to help prevent undue influence.
How about this? Two terms in any office, then must be a private citizen for 2 years with NO governmental employment at federal, state, or local level, whether elected, appointed, or civil service. After that, free to run for any office, including previous. Judges get 6 year terms and 3 years off.
