I don’t like how Trump keeps pulling Senators and Represenatives out of Congress to fill his cabinet, putting aside all the special elections it causes, congress-critters seem to be only good at talk, not action (looking at Jeff Sessions).

Soon to be 5/5 after Moore wins in AL.

It's actually pathetic that this sort of thing comes into play in these decisions.
Not only that.
The character, skills and abilities required to succeed in the Senate or House are the exact opposite of those needed to succeed in a high level executive position.
In congress you need to be able to go-along-to-get-along - to compromise regularly as a member of a group with ever shifting goals and values.
To horse-trade on a regular basis and often vote against your conscience today so you might have a chance to do better tomorrow.
But those skills are practically useless and often lead to failure for executives.
To be an effective high level executive you have to be in control, to set objectives, to lead not follow.
To stand alone, to be steadfast and not seek compromise and consensus with people who have different goals and values.
Jeff Sessions is the perfect example of a man with the ability and temperament to succeed in congress but fail to make the transition to become a strong executive.
