‘Ballistic’ essentially means ‘un-guided’. When you launch it, you have no more control over where it goes.

It’s opposite would be a ‘Guided Missile’ like with radio, radar, laser, wire, GPS, Map Memory, infra-red or optics, that guide it to its intended target.

Kinda but not quite. A lot of ballistic missiles have guided reentry vehicles. Even artillery shells can be guided, but since they aren’t under power for most of their flight they are still ballistic.
