When it came to police calls, the unpaved rural road where Tehama County gunman Kevin Janson Neal lived was a busy place.
The Tehama Sheriffs Department was called to Neals remote neighborhood 21 times in the past year to deal with disputes between Neal, his wife and their neighbors, according to documents released Tuesday by the department.
The incident reports, released to The Sacramento Bee in response to a Public Records Act request, depict a feud in rural Rancho Tehama Reserve that was escalating out of control. Neal and his wife, the former Barbara Anne Glisan, initiated seven calls themselves, accusing their neighbors of manufacturing methamphetamine and aiming a weapon at Neal. Their neighbors called sheriffs deputies six times to accuse Neal of firing gunshots in their direction.
The ongoing dispute climaxed last week. Neal, who was described by family members as delusional, shot his wife to death on Monday and buried her beneath their baby-blue motor home on Bobcat Lane. The next morning, armed with four weapons and clad in a military-style assault vest, Neal killed two of his neighbors, shot out the windows of the communitys elementary school in what authorities said may have been an attempt to kill a neighbors son, and then killed two more people. His 45-minute rampage ended when law enforcement officers shot Neal to death.

This guy violated multiple laws and LEO did not arrest him and search his home.
And they had multiple reasons and opportunity.
This is simply and exclusively a Law Enforcement Failure. And the citizens of Tahama county will be paying for it for a long time.
I posted an article last week that explained a time when LEO’s went to his door recently with a warrant to arrest him. And he refused to open the door.
So the cops left. They just left.
They did not do their job. Must have thought he was an illegal alien.
Law Enforcement/Government have NO legal obligation to protect any one individual or particular group within the community, only the community as a WHOLE. Law Enforcement are armed for only one reason-—self-defense. NOT your defense or mine but theirs. They are under no legal obligation to utilize their weapons for any other reason. This is the reason an individual or group will not be successful via the judicial system in any case against a police officer, police department, city, county, state, or any government agency on the basis of ‘failure to protect’.

That’s why they’ll sue and win for gross negligence.
Your argument, and the concept of “response time” are some of the most powerful for the sanctification of the 2nd Amendment I’ve read. Add to that the notion that, after national disarmament, only the police will be available for “protection,” the irony being that it is the liberals calling for confiscation that are the most virulent in their hatred for the police.
Various lower court and Supreme Court rulings say otherwise......it will NEVER happen. Now, how many weapons you say you have.......
the cops seem to haul away certain types and leave others to fester and finally explode...
