The same reason Sessions hasn’t been fired. The swamp has threatened to impeach Trump if he does.

I think Mueller wants to be fired; the deep state wants him to increase the pressure on everyone even remotely tied to the Trump campaign. This increases the odds that (1) someone may eventually “flip” (i.e., lie) in order to procure more indictments deeper into the Trump circle; (2) Mueller continues to act more aggressively and deviates much further from simply “Russian collusion”, that Trump is forced to fire him thus handing potential grounds for him impeachment to the Dems and GOP never-Trumpers.
