The problem is that, now, EVERY SWINGING DICK in a leadership position is a fighter jock, or an ex-fighter jock. The Silk Scarf types are NOT leaders. They are rugged individualists who are a prime example of the Peter Principle.

Time was when SAC and cargo haulers had all the top spots, people who had to learn how to lead, from a crew, to a lot of crews, to a squadron. Before that, old soldiers, officers, men with another skill, who had a pilot's ticket, and still could fly a desk.
