The US has simultaneously deployed 7 of the 11 U.S. nuclear aircraft carriers for the first time in over a decade according to the US Naval Institute. The three aircraft carriers with full air wings and strike groups positioned in the Western Pacific are the following: USS Ronald Reagan (CVN-76); USS Nimitz (CVN-68); USS Theodore Roosevelt (CVN-71). Another four are conducting short training missions as part of training operations or workups ahead of deployment. Two out of four are operating in Eastern Pacific USS Carl Vinson (CVN-70) and USS John C. Stennis (CVN-74) and the remaining two are operating in the Atlantic, the USS Abraham Lincoln (CVN-72) and USS Gerald R. Ford (CVN-78).
Back in 2016, six carriers were underway and that was considered a milestone event by Chief of Naval Operations Adm. John Richardson. The last time 7 carriers were deployed dates back to 2004, according to USNI. The report quotes an unidentified Navy official to sheds more light on the upcoming drills:

I served from 78 - 98, sea time on carriers. I saw a change during that time. On my first ship, Nimitz (80 - 84) we were friends, looked out for each other. Of course, with the buildup of Reagan’s 600 ship Navy, making rate was easy. By the time I got to my last ship, Ike (93 - 96) it seemed that everyone was trying to climb the ladder by pulling themselves up using the knives stuck in their shipmate’s backs.
The NCOs in the Navy are, as a rule, leaps and bounds more competent than the idiots who make the decisions (similar to all services)... Don’t blame the wrong folks because Obama made it tough to keep good Command folks (after a lot decided to bail with Clinton which weakened the top structure even s if bloated into a political cesspool).

Not to say the Navy has never had problems with navigation and operation of its large capital ships (as this link to The Infamous Grounding of The USS Missouri - Thimble Shoal Snags A Battleship demonstrates. This account is more entertaining to read than the dry Wikipedia entry on it) because they sure have.
But there is a much higher level of scrutiny and adherence to training simply due to the inherent possibility of greater damage, loss of equipment, injury, and death. So you might have slack procedures on a destroyer, but that generally isn't going to happen on a vessel like a carrier, IMO.
I was on the USS Kennedy (somewhat notorious in that respect) so...I know exactly what you mean.

If you read the account of the McCain accident, it could be said that the helmsman's lack of training/unfamiliarity with splitting the helm controls did indeed contribute to running into the merchant ship.
First Lieutenant was the title of the officer in charge of the ship between the flight deck and engineering.
