I cannot find an order or opinion for his name or case number on the Air Force Court of Criminal Appeals site, which is strange. I can find cases 38266 and 38268, but not 38267. I don’t have any experience with this court, but it appears that both published and unpublished opinions and orders appear on the website, so I’m not sure why it wouldn’t appear.
Both 38266 and 38268 involve sexual abuse of a minor, but otherwise appear unrelated and are appeals of courts martial from different locations, so I don’t think we can really infer anything from the sequence of numbers.
