The point is these Saudi's have free control of all Mandalay bay because they own large parts of the hotel. The attack was their Mod of Operation of attacking civilians which they clearly demonstrated after they financed 9/11/01.
You want to move tons of weapons around the hotel... no problem. Camera recordings don't work today.. no problem.
