NEW ORLEANS -- The so called "Old City" isn't the only part of New Orleans with drainage problems.
The spotlight has been on the Lakeview, Mid-City and Broadmoor neighborhoods, but there are also broken pumps in Lower Coast Algiers on the west bank and New Orleans East.

I’m kind of wondering if New Orleans is capable of taking care of itself.
I don't know a lot about the various parts of their flood prevention system, but I would bet the cost of upgrading or even maintaining it is beyond their ability to pay for it. Most cities don't have this extra financial burden. Not to say, though, that there isn't a lot of stupidity and corruption, also.
