It wasn't "tacit" at all. It was at the explicit recommendation of Rosenstein.
Aside from that correction, I agree with your larger points. To which I'll add the following:
Comey was a horrible FBI director, acknowledged as such by virtually everyone in the DC-NY orbit. Comey's actions became so egregious that President Trump rightly fired him. So Comey turns around, engineers the appointment of Mueller, and what happens. Does anyone in the DC-NY orbit applaud President Trump for his absolutely 100% correct decision to fire Comey? Nope! Instead, both Republican and Democrat members of Congress (senate and house) threaten the President of the United States with impeachment if he fires Mueller.
However it all plays out, without question this is an attempted non-shooting coup d'etat.

I wonder if some of these guys, like Rosenstein and Mueller, may be careerist bureaucracy climbers at heart, more driven by personal ambition than political ideology. Let’s call it “Professional”. As such they would curry favor with whoever is the boss, and try to lay low and cover their butts when the boss is misbehaving.
To survive, they may have had to bite their lip and not stick their necks out when Clinton was up to no good, and those deemed not politically reliable were being purged. But nonetheless, they had a good idea of what was going on.
