I wonder if some of these guys, like Rosenstein and Mueller, may be careerist bureaucracy climbers at heart, more driven by personal ambition than political ideology. Let’s call it “Professional”. As such they would curry favor with whoever is the boss, and try to lay low and cover their butts when the boss is misbehaving.

To survive, they may have had to bite their lip and not stick their necks out when Clinton was up to no good, and those deemed not politically reliable were being purged. But nonetheless, they had a good idea of what was going on.

Yep, That same guy who encouraged the firing of Comey immediatly and secretly enlisted the services of an independent prosecutor because Trump went ahead and fired Comey on his recommendation...He then hired the prosecutor who was a close associate of the person who got fired...
