With the Caliphate collapsing, there's a roundup of some of the numbers, real and estimated, for foreign ISIS fighters.
The report asserts that for the United States, 129 fighters succeeded in leaving the country and only seven have returned.
Of the 5,000 residents of the European Union who flocked to Iraq and Syria, a quarter are alleged to have returned home. But in the U.K., that figure was closer to half, with some 425 of the 850 fighters who left Britain to join the self-styled caliphate back on home soil. Around 5,000 left from Central Asia, of which just 500 — 10 percent — too have returned.
The countries with the highest number of foreign fighters included Jordan at 3,000 (around 250 returned), France at 1,910 with 271 back and Morocco at 1,623 with 198 having gone home. Meanwhile, 400 of Russia’s 3,417 fighters are estimated to be back on their native soil, 147 of the 1,300 Tajikistan fighters, 800 of Tunisia’s 2,926, none of the 1,200 from Uyghurs — in China's western Xinjiang region — have returned and none of the 1,500 from Uzbekistan are believed to have crossed back into their mothership.
It's not surprising that a high percentage of European Jihadists, especially in the UK and France, came back. There are no consequences. The return to some Muslim countries appears light, but it's likely a combination of poor intel, weak security and a certain amount of domestic sympathies. The Russian numbers look high, but Putin's relationship with Islamic terrorism has always been complicated. The Russians nurture some and fight others. (But arguably so do we) And ISIS had in its own way served its function allowing Russia's Iranian allies to retake Syria and consolidate Iraq.
But the real question is where are the Jihadists with American passports?
In 2015, the U.S. government estimated that roughly one in five of the aspiring American foreign fighters had been killed in the theater of war. But to-date, there are no precise numbers of how many were killed abroad and how many may have evaded into other countries to continue their cause — leaving the whereabouts of many unknown, with the potential of rebounding stateside.
Considering all that's happened since 2015, more are probably dead. Some may have decided they don't want to live in infidel countries. But President Trump, unlike British and French leaders, has become famous for calling for a tough line on terror immigration. And so the terrorists might be more likely to avoid returning by a direct approach. That's where the open border comes into it again.

Secretary of Defense James Mattis said on Sunday the US had “accelerated” its tactics against the Islamic State, moving from a policy of “attrition” to one of “annihilation”.
The retired Marine Corps general also said “civilian casualties are a fact of life in this sort of situation”, adding: “We’re not the perfect guys, but we are the good guys. And so we’re doing what we can.”
“We have already shifted from attrition tactics, where we shove them from one position to another in Iraq and Syria, to annihilation tactics where we surround them. Our intention is that the foreign fighters do not survive the fight to return home to North Africa, to Europe, to America, to Asia, to Africa. We’re not going to allow them to do so. We’re going to stop them there and take apart the caliphate.”

As with the commie and socialist infested international brigades in the Spanish Civil War, letting these people ever return is a mistake. They should go live in Muslim countries.
And that is a problem, actions should be met with consequences.
Living in leisure in sanctuary cities.
Britain and France send their radicals off for summer camp, and gladly accept them back with their shinney new terrorist skills and refreshed hatred for everyone not like them.

Here’s a better question. Why are there still muslims?
With any luck they died on the battle field.
I only know that that the three ringleaders were kicked out of the White House at noon on January 20, 2017. Where the rest are remains a mystery.
I hope that intelligence collected on the battlefield is preserved to prosecute any ISIS stragglers that show up on America’s doorstep.
Interpol should have a division just for these yahoos. Track them like Nazis until we are sure every last one is dead.
