Always the first question that should be asked. As a matter of fact, you should ask for the backups at the same time as the server.
Your average Joe doesn't know squat about backups. This is why so many people lose stuff due to hardware failure and software corruption. In the IT world though, anyone managing a server that doesn't do regular backups is pretty much criminally negligent. It is so routine, that we rarely even think about it, even though it is a large line-item in the budget. I started my work in IT as a tape monkey more than 30 years ago, so I can testify that this is nothing new or mysterious. It is not rocket science. At least these days you can dump the data across the network as opposed to having to physically mount reel after reel of 12" 1600bpi tape.
