From the Gates Foundation:
Unfortunately, our foundation underestimated the level of resources and support required for our public education systems to be well-equipped to implement [Common Core]. We missed an early opportunity to sufficiently engage educators particularly teachers but also parents and communities so that the benefits of the standards could take flight from the beginning. Missed and opportunity to sufficiently engage?
They ram-rodded this garbage down our throats without the slightest pretense that local concerns mattered at all.
Do they think we forgot?
We missed an early opportunity to sufficiently engage educators particularly teachers
That seems redundant and repetitious.

The education system seemed to have a major shift in the mid-1960s, when 'experts' began conceptual learning rather than the old fashioned rote learning. That was about the time 'new math' and 'new language arts' hit the scene.
