Have you ever read the treaty?
It gives the government zero surface and water rights. Those rights had to remain with the existing users of the land.
This is standard in all treaties in the Americas that the Spanish or Mexicans negotiated.
If you don’t like it, that’s your problem.

It gives the government zero surface and water rights. Those rights had to remain with the existing users of the land. Yeah, the land became part of the US and the US got zero ownership. The current owners may have a case, but Spain and Mexico don't.
