My understanding is that these black identity extremists a part of a large, nationwide gang. They have uniforms, with varying colors, have numbers on the uniforms to identify themselves to each other, and wear helmets for protection.

I had a relative who lived in California (Malibu, inland) in the 1960's. The Black Panthers threatened him and his family.
He sold his very nice place in Malibu and moved to a place where if you black, you would stick out like a sore thumb.
No problems since then...
