Raqqah Civil Council and Tribal Elders Arrange Civilian Evacuation to Reduce Civilian Casualties
Combined Joint Task Force - Operation Inherent Resolve ^ | October 14, 2017 | CJTF-OIR

SOUTHWEST ASIA – A convoy of vehicles is staged to depart Raqqah Oct. 14 under an arrangement brokered by the Raqqah Civil Council and local Arab tribal elders Oct. 12.

The arrangement is designed to minimize civilian casualties and purportedly excludes foreign Daesh terrorists as people trapped in the city continue to flee the impending fall of Daesh’s so-called capital.

People departing Raqqah under the arrangement are subject to search and screening by Syrian Democratic Forces.

The Coalition was not involved in the discussions that led to the arrangement, but believes it will save innocent lives and allow Syrian Democratic Forces and the Coalition to focus on defeating Daesh terrorists in Raqqah with less risk of civilian casualties.

“We do not condone any arrangement that allows Daesh terrorists to escape Raqqah without facing justice, only to resurface somewhere else. We remain concerned about the thousands of civilians in Raqqah who remain subject to Daesh cruelty,” said Coalition Director of Operations Brig. Gen. Jonathan Braga. “Daesh terrorists have been hiding behind women and children for three years, and we are against any arrangement that lets them continue to do so.”

This morning I saw this article on link from Twitter. Not long after, I read a message from a friend in Syria that had a link to a video of what appeared to be drone attacks on civilians trying to flee the city. And ISIS continues to use snipers to kill those civilians trying to escape.

ISIS is still using human shields in center of city where they are bottled up. But they are still trying to kill or prevent civilians from leaving.

The end for ISIS in Raqqa is very near. The Combined Joint Task Force is very clear, they do not intend any ISIS to escape.

I knew it. there should have been a ring of Steel on that town, everybody impounded in giant holding pens like in Germany at the end of World War II, then sort through.

Just watch how many bad guys evacuate out and make it back to Europe, the ones left that is.

No, it is not going to be that way. I don’t know about the Raqqa council, they are local. But the SDF wants no part of their escape either. They have made it very clear. The ones I know, I trust with confidence. Based on years of interaction.

So, we again disagree. Although your point is well taken.

I’ve always been the kind of guy that asked one question deeper. When I see the mountain climber on the sheer face of Half Dome in an IMAX movie, hanging by his fingernails, I always ask who the hell is filming this?

So now I will ask, Isis out of the kindness of their hearts, is letting all their human Shields go to make it easier for everybody to destroy them... think about it?

Well if it’s as easy that, why didn’t the Raqqa city council just make Isis leave the town? Hit them with a zoning ordinance and maybe some HOA fees and ordinance violations?

Raqqa council...lol

Look, the Raqqa Council is a local operation supported by SDF and the US military. It is an effort to restore order after the chaos of ISIS ends.

Is it perfect? Our government is not. But it is the best effort possible and this approach has been very successful in Tabqa and previous communities like Manbij.

So, you think your knowledge of the region is better than the locals? I don’t agree.

Think about how bad our media is at covering these thing?

The only people who know the reality of it are on the ground in Syria. It is a fact.

ISIS *is not* letting civilians escape. ISIS is bottled up in the center of the city and pinned down by the SDF. This is a very large city, was 250,000 before ISIS. There are still ISIS snipers and a few small drones, but this is a huge city.

Our military is supporting the local effort to help all civilians possible escape before the blow the crap out of ISIS dregs.

They are NOT going let ISIS escape.

I’m just very dubious that Isis struck an agreement with a local city council to let all the locals leave to make it easier to destroy Isis... I’ve got a bridge to sell you.

And and no I don’t have much trust in our generals to make intelligent choices.

Yeah a fairy tale based upon the reality that the Muslim world is absolutely full of treachery thievery and dishonesty.
The Arab world has been historic home of just absolute treachery. Nothing but a moron or an American Military General would think that they have somehow broken through and become close dear friends with them

It is possible he is there. It is unknown. He has been declared dead a number of times.

I’m sure the US and SDF forces would love to end him.

I think the convoy out is a good idea so long as it acquires an escort after it has left the city and at some distance is sequestered and sorted out.

OBL was kept animate until long after his physical demise in Tora Bora for political reasons. Bush needed him to be alove and threatening so that the Democratic Congress would not declare the One Enemy dead and the war over. Then, of course, eventually Obama had to have domebody killed and dumped in the ocean, call him OBL and no one could prove otherwise.
