The problem is that the Russians never properly designed an aircraft carrier like the Americans did with the extensive experience on such a ship design.

Right, when you think about it, Russians have never built a real aircraft carrier.
Starting in 1967, what they have built are:

  1. Two Moskva class helicopter carriers, about 17,000 tons, both now decommissioned.

  2. Four Kiev class aircraft cruisers, about 45,000 tons, only one still in service -- in India!.

  3. One Kutnezsov class aircraft cruiser, about 67,000 tons, the only such now in Russian service.

By contrast, since 1922 the US has built:

  1. 80 large aircraft carriers, now over 100,000 tons each, i.e., CVN76 USS Reagan.

  2. 123 escort carriers, typically 10,000 tons the last commissioned in 1946.

  3. Dozens of large & medium deck amphibious assault ships from 25,000 to 50,000 tons:

Point is, there's no comparison between US & Russian navy experience or expertise in aircraft carriers.
What's worrisome is that we may fritter away our advantages with successive administrations like the last, more focused on the planet's "real threat", global warming!
